Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

The Engineering Department is responsible for building and maintaining the majority of Metra’s fixed assets, such as buildings, stations, bridges, track, electrical, telecommunications and signal systems. The Engineering Department also monitors the condition of and assists in building and maintaining the fixed assets on the freight lines where Metra trains operate. The Engineering Department is divided into two major groups: Capital Projects, and Telecommunications and Maintenance.

Reporting to the Assistant Manager, Engineering Budgets & Administration, the Senior Contracts Administrator will perform specialized contracts administration and procurement functions including drafting contract documents; reviewing and processing invoices, change orders, and closeouts; responding to bid protests and FOIA and invoice requests; and assisting with inventory management.

Collaborate with engineering staff on drafting various procurement documents including Scope of Services, Detailed Specifications, Invitation for Bids, Request for Bids, Request for Proposals, Sole Source Documentation, Task Orders, and Letters of Interest and Qualifications. Research existing contracts for comparable services, equipment, or material to identify components and language needed in new contracts; advise users on contract procedures and processes; and ensure contract documents are complete, accurate, and conform to Metra's and the Federal Transit Administration's requirements. Audit independent cost estimates, specifications, and schematics prepared by engineering staff for completeness, accuracy, and policy compliance. Perform contract administration functions including recommending contract awards, negotiating contract modifications, and communicating with the Procurement Department on the status of contracts and amendments. Monitor contract expiration dates and initiate the extension or replacement process to ensure contracts are in place for purchases. Confer with vendors on compliance issues and conduct vendor performance surveys to determine user satisfaction with vendor products and services. Review invoices for contract compliance, accuracy, and supporting documentation; create and monitor purchase requisitions and purchase orders; and approve payment. Investigate and prepare responses to bid protests, contractor defaults, and non-payment claims. Employees are outdoors when managing inventory operations. Employees may perform other related duties as assigned to meet the ongoing needs of the organization.

Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential. Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.


  • Bachelor's Degree in Business Administration, Public Administration, Contract Management, or related discipline OR in lieu of specified degree, any combination of education and experience may be substituted for the required degree that equals four (4) years in contract administration or procurement services.

  • In addition to #1, must have four (4) years of contract administration experience that includes monitoring and analyzing purchase requisitions and cost estimates.

  • Considerable knowledge of contract administration principles.

  • Good knowledge of government procurement regulations and guidelines.

  • Good knowledge of bidding and contract compliance procedures.

  • Good knowledge of invoice processing.

  • Good organizational and analytical skills.

  • Good verbal and written communication skills.

  • Intermediate skill using applicable software packages including Microsoft Office Suite, specifically Word, Excel, and AX.

  • Ability to work on multiple projects simultaneously.

  • Ability to work individually or in a team environment.

  • Ability to exercise discretion and good judgment and handle and confidential information.

  • Must possess and maintain a valid driver's license and be willing to travel within Metra’s 6-county region.

Preferences: Experience with job order contracts (JOC) and task order based professional services is a plus.
