American Red Cross Sr. Specialist, Government Relations in Houston, Texas

Job Description:

The Sr. Specialist Government Relations acts to ensure that the Red Cross recovery plans and services are well known and understood among government officials. Develops and implements the government relations strategy for the Hurricane Harvey Recovery Program at the state and local levels. Monitors legislative, community leader, and elected official activities to inform Regional and Recovery leadership and ensure outreach to and engagement with community stakeholders and key decision makers. Works closely with ARC NHQ Government Relations staff in identifying and articulating ARC positions. Works closely with NHQ Communications in drafting recovery messaging and materials. Provides and receives information regarding recovery-related activities from Congressional, Governor, State, County Judge and Mayoral offices.

Responsibilities:

  1. Government Relations: Represents the Harvey Recovery Program in government relations efforts across the Gulf Coast Region. Cultivates and maintains relationships with state and local elected officials to increase awareness of Red Cross services within their districts. Attends hearings and official government functions in the region as well as state, as needed. Prepare and ensure the attendance of the Regional Executive at hearings and official government functions as appropriate.

  2. Grassroots Advocacy: Develops relationships across the nonprofit community in order to advance understanding of Red Cross recovery services. Maintains working relationships with other nonprofits, public policy and advocacy groups to advance the ARC brand.

  3. Presence: Drafts and delivers testimony for the Regional Executive to deliver, with the assistance of NHQ Government Relations if for legislative hearings. Develops briefing papers and research projects to advance Harvey-specific government relations at the local and state levels. Contributes to position papers, talking points and other documents being developed by NHQ to advance key legislative positions.

  4. Outreach: Works closely with the Regional Executive and Chapter Directors to support outreach activities to state and local officials to advance the ARC's brand.

  5. Public Relations: Participates in community outreach activities including speaking engagements and serves as community relations spokesperson in order to strengthen awareness of Harvey Recovery services and program throughout the region. Develops and cultivates professional relationships with key internal & external partners/organizations.

  6. Regional Communication: May develop and produce key communication vehicles and materials, including press releases, web strategies, op-eds, talking points. Supports Chapter leadership with messaging and presentations. Supports crisis communications planning and response.

  7. May oversee the work assignment and performance of staff and volunteers.Qualifications

Education: Bachelor's degree with emphasis in public administration, political science, government or related field. Equivalent work experience in government relations may be substituted.

Experience: Minimum seven-years related experience in Government relations

Management Experience: Prefer minimum 6 months supervisory experience with direct reports, interns and volunteers.

Skills and Abilities: Excellent interpersonal and communication skills, including ability to communicate tactfully and handle sensitive situations. Good customer service skills. Good organizational skills and detail oriented. Able to work in fast-paced environment. Demonstrated ability to establish and build a relationship with a diverse array of professional and community groups and to work effectively as part of a team. Knowledge of office systems: including MS-Office and Outlook.

Other: Varied work schedule, ability to work evenings and weekends.

Travel: 25% travel
